The City of Winnipeg is introducing two new incentive programs designed to encourage the renovation, redevelopment, occupation, or removal of vacant buildings throughout the city. Applications for the Renovation Fee Waiver Program and the Vacant Building Exemption Program open on July 1, providing property owners with financial support and regulatory relief as they work to bring underutilized properties back into productive use.
Vacant buildings can create significant challenges for communities, including increased fire risk, safety concerns, property deterioration, and illegal activity. Winnipeg’s new programs are intended to reduce these impacts while encouraging investment in housing, commercial redevelopment, and neighbourhood revitalization.
Mayor Scott Gillingham emphasized the importance of returning vacant properties to active use, noting that every vacant building represents an opportunity to create new homes, businesses, and stronger communities.
City officials believe the programs will help reduce barriers for owners committed to redevelopment while maintaining accountability for property maintenance and public safety.
The Renovation Fee Waiver Program helps eligible property owners offset vacant building fees when they invest in improving their properties.
Under the program, owners can receive a dollar-for-dollar credit based on:
These credits can be applied toward both new and outstanding vacant building fees.
To qualify, property owners must submit an application within 12 months of receiving the grant or closing the construction permit.
The Vacant Building Exemption Program is designed for owners actively pursuing redevelopment projects.
Eligible properties may be exempt from vacant building fees while active development, building, or construction permits remain in place.
To maintain eligibility, property owners must:
The program aims to support redevelopment efforts while ensuring vacant properties do not negatively impact surrounding neighbourhoods.
City leaders view the new programs as a practical tool for addressing long-standing vacant building challenges while supporting economic development and housing opportunities.
By providing financial incentives and reducing redevelopment costs, Winnipeg hopes to encourage more property owners to invest in renovations and redevelopment projects that contribute to safer, more vibrant communities.
As Winnipeg continues to focus on neighbourhood renewal and economic growth, these initiatives represent another step toward transforming vacant properties into productive assets that benefit residents, businesses, and the broader community.
Property owners interested in participating can learn more and apply beginning July 1 through the City of Winnipeg’s vacant building program portal.
