The Government of Canada, the Province of Ontario, and the City of Toronto have announced a major cost-sharing agreement to advance the Waterfront East Transit project—an essential infrastructure initiative designed to unlock housing, enhance connectivity, and drive long-term economic growth along Toronto’s eastern waterfront.
Waterfront East Transit is more than a transit expansion; it is a transformative city-building project that will support the redevelopment of Toronto’s eastern waterfront, including the Port Lands and the newly created island, Ookwemin Minising. By extending higher-order transit into these emerging areas, the project will provide critical access to jobs, services, and key destinations while enabling the development of complete, connected communities.
The transit expansion is expected to support approximately 75,000 new homes, making it a significant contributor to addressing Toronto’s ongoing housing challenges. With improved transit access, the project will create the certainty required for large-scale residential development, helping to meet growing demand in one of Canada’s fastest-growing urban regions.
Once completed, Waterfront East Transit will serve more than 150,000 residents and workers and accommodate over 50,000 daily riders. The system will integrate seamlessly with Toronto’s broader transportation network, including new roads, bridges, trails, and streetcar connections, improving mobility and accessibility across the city.
In addition to its housing and transportation benefits, the project represents a major economic driver. Combined with a previously announced $975 million tri-government investment in enabling infrastructure, Waterfront East Transit is projected to create over 100,000 jobs and generate more than $13.2 billion in economic value. This investment underscores the role of infrastructure in supporting sustainable economic growth at the local, provincial, and national levels.
The announcement highlights continued collaboration between all three levels of government to deliver critical infrastructure that supports inclusive, resilient, and future-ready communities. Waterfront East Transit is poised to play a key role in shaping the next phase of Toronto’s waterfront development, positioning the city for long-term growth and enhanced quality of life.
