Voyageur Services Verified as Rights-Holding First Nation Enterprise in Federal Indigenous Business Directory

The Mississaugas of Scugog Island First Nation (MSIFN) has confirmed that Voyageur Services is a verified, rights-holding First Nation enterprise listed in the Government of Canada’s Indigenous Business Directory (IBD). This official verification enables federal departments, Crown corporations, provincial agencies, and private-sector organizations to engage with Voyageur Services through compliant Indigenous procurement processes that support economic reconciliation and deliver measurable community benefits.

Headquartered within MSIFN territory, Voyageur Services operates additional construction and logistics locations in Clarington and Port Hope, strategically positioned near major infrastructure and energy developments. Its Clarington operations are adjacent to significant Ontario Power Generation (OPG), Hydro One, and Metrolinx projects, while its Port Hope location on Wesleyville Road is situated near Cameco and Canadian Nuclear Laboratories (CNL) / Atomic Energy of Canada Limited (AECL) facilities, as well as the proposed OPG 10,000-megawatt New Nuclear project. These locations place Voyageur Services at the center of Ontario’s expanding nuclear, clean energy, and transportation corridors.

As a unionized construction company operating under MSIFN ownership, governance, and direction, Voyageur Services provides public and private sector partners with confidence in authentic, rights-based Indigenous participation. Verified status within the Indigenous Business Directory ensures that procurement commitments align with treaty rights, transparency standards, and federal Indigenous procurement policies.

Federal partners such as Natural Resources Canada, Transport Canada, Parks Canada, the Department of National Defence, and CNL, alongside provincial entities including OPG, Infrastructure Ontario, and OLG, can engage Voyageur Services knowing it is a legitimate rights-holding enterprise delivering economic benefits directly to the First Nation community.

Chief Kelly LaRocca of MSIFN emphasized that Voyageur Services reflects the community’s commitment to advancing economic reconciliation through trusted Indigenous businesses that generate long-term employment, training opportunities, and regional investment across treaty and traditional territories.

Voyageur Services plays a growing role in Canada’s energy transition and infrastructure renewal by supporting major projects with verified Indigenous ownership and governance. The company contributes to Indigenous workforce development, supplier growth, and community capacity-building connected to large-scale nuclear, energy, and transportation developments.

Importantly, verified rights-holding status helps mitigate legal and reputational risks often associated with unverified Indigenous business claims or so-called “paper joint ventures.” By strengthening verification standards and working collaboratively with government and First Nation organizations, MSIFN and Voyageur Services are helping ensure that public infrastructure spending in First Nation territories produces tangible and accountable reconciliation outcomes.

As Ontario’s clean energy and infrastructure sectors continue to expand, Voyageur Services is positioned as a trusted Indigenous construction partner supporting responsible development, regulatory compliance, and long-term economic sustainability.
