Tender issued for reconstruction of Bayplex in Glace Bay

The Cape Breton Regional Municipality has issued the tender for the reconstruction of the Bayplex.

The ailing Bayplex in Glace Bay — also referred to in the tender document as the Miners Forum, which is due to be its name when it reopens — is a single-pad rink located at 151 Lower North Street in Glace Bay which has been closed since September 2017.

The federal, provincial and municipal governments confirmed in August their commitment to each fund one-third of the $9.75-million renovation project.

Under the approach that is being taken to the reconstruction of the Bayplex, the CBRM hired an independent design consultant in I.B. Storey Inc. to prepare the preliminary designs, as well as oversee the completion of the construction documents and the construction process. The design-builder is then responsible for assembling a design team and carrying through the preliminary design to completion, as well as for co-ordinating and implementing the construction.

Throughout the construction phase, the design-builder will provide construction services and manage the project, including the award and management of all sub-contractors, maintain project schedules and adjust as required to maintain the completion date and other targets.

The Bayplex Recreation Centre officially opened in 1996 and was constructed next to the original Miners Forum. Features include a rink, a walking track, a kitchen that serves a canteen and restaurant, a banquet room as well as a hospitality room.

An expansion of the dressing rooms was completed in 2010. In the summer of 2012, the construction of a geothermal refrigeration system was completed, which used heat pumps and ground water from the mines below the site to provide refrigeration, heating, and cooling to the facility.

The scope of work of the reconstruction project is considerable. It includes extending the rink playing surface, installation of new dasher boards and glass system, a new ammonia refrigeration plant, and retaining and refurbishing the geothermal portion of the refrigeration system. In addition, there will be a new air handling system installed.
