Stafford and DBS Plan 230+ Purpose-Built Rental Homes in Toronto’s Forest Hill

Stafford and DBS Developments have announced plans for a new 27-storey purpose-built rental development at 429 Walmer Road in Toronto’s South Forest Hill neighbourhood.

The project will deliver more than 230 rental residences near St. Clair Avenue West, adding new housing within an established Toronto neighbourhood with access to transit, retail and community services.

The announcement marks the second Toronto partnership between Stafford and DBS Developments. In June 2026, the companies announced plans for a separate 524-residence purpose-built rental community at 11-21 Johnston Avenue in the Yonge and Sheppard area.

27-Storey Development Planned for 429 Walmer Road

Designed by BDP Quadrangle, 429 Walmer will feature a nine-storey podium topped by an 18-storey residential tower.

The design incorporates landscaped terraces and massing that steps down toward the surrounding neighbourhood. The site is located near Forest Hill Village and provides access to St. Clair West subway station and the St. Clair streetcar.

The development is planned within an established residential area containing a mix of mid-rise and high-rise buildings alongside lower-density residential streets.

Larger Rental Homes Target Families

A notable component of 429 Walmer is the planned mix and size of its rental residences.

A significant portion of the building will consist of two-bedroom-plus-den and three-bedroom homes, addressing demand for larger purpose-built rental options in Toronto. No studio residences are planned, while some of the largest units will exceed 1,500 square feet.

The development will also include nearly 13,000 square feet of indoor and outdoor amenity space.

Plans call for a landscaped courtyard of approximately 5,000 square feet at grade, along with another amenity terrace on the building’s tenth floor.

Second Purpose-Built Rental Partnership

The Forest Hill project continues a partnership between Stafford and DBS Developments focused on purpose-built rental housing in established Toronto neighbourhoods.

Together, the companies bring more than 120 years of combined experience in development, construction and residential property management.

DBS Developments also has existing experience in the Forest Hill rental market through 2Fifteen, another purpose-built rental community in the neighbourhood.

The companies say their approach to 429 Walmer will focus on larger residences, design quality, materials, resident services and long-term property management. Operations are expected to be managed through DBS Communities.

Toronto Purpose-Built Rental Development Advances

The project arrives as Stafford and DBS continue pursuing purpose-built rental development opportunities across Toronto.

Their previously announced project at 11-21 Johnston Avenue is planned to provide 524 rental residences, while 429 Walmer would add more than 230 homes in South Forest Hill.

For the construction and development industry, the Walmer Road project combines high-rise residential construction with a growing emphasis on purpose-built rental housing and larger rental units suitable for households requiring more space.

The project has received Committee of Adjustment approval for its new design and is currently in the final stages of Site Plan Approval.

Once those remaining approvals are completed, 429 Walmer would add another significant purpose-built rental development to Toronto’s residential construction pipeline.
