Songhees Nation, Esquimalt Nation and Pomerleau Launch Indigenous Infrastructure Partnership

Songhees Nation, Esquimalt Nation, and Pomerleau have announced the formation of Group of 3 Ventures Limited Partnership (G3V), a majority Indigenous-owned business established to pursue major infrastructure opportunities across Greater Victoria and beyond.

The new venture combines Indigenous leadership with national construction expertise, creating a long-term partnership focused on delivering complex infrastructure projects while advancing economic reconciliation and sustainable community development.

Supporting Major Infrastructure Development

G3V will initially concentrate on opportunities within the defence infrastructure sector, a growing federal priority, while expanding into transportation, civil, and community infrastructure projects throughout Lekwungen Territory.

Its first opportunity includes environmental remediation work supporting the A Jetty Project in Esquimalt, British Columbia, delivered in collaboration with Defence Construction Canada for the Department of National Defence.

The project represents an important opportunity for Indigenous participation in critical public infrastructure while strengthening regional economic capacity.

Combining Indigenous Leadership with Construction Expertise

The partnership brings together the unique strengths of each organization.

Songhees Nation and Esquimalt Nation contribute deep knowledge of the local community, strong relationships, and leadership grounded in the stewardship of Lekwungen Territory.

Pomerleau, one of Canada’s leading construction companies, contributes national experience in engineering, project management, and the delivery of large-scale civil and infrastructure projects.

Together, the partners aim to deliver projects that balance technical excellence with meaningful Indigenous participation and community values.

A Partnership Rooted in Collaboration

The venture takes its name from É«xĘ·Ă©lÉ™, a Lekwungen word meaning “a group of three people.” The name reflects the partnership’s structure—three organizations working together toward shared goals while respecting the distinct strengths each brings to the venture.

According to representatives from Songhees Nation, the partnership demonstrates economic reconciliation in action, creating long-term opportunities while strengthening the region’s ability to deliver important infrastructure projects.

Leaders from Esquimalt Nation emphasized that G3V ensures Indigenous Nations play a meaningful role in projects taking place within their traditional territory, creating lasting economic benefits for future generations.

Pomerleau noted that the strongest infrastructure projects are built on trusted partnerships founded on mutual respect, collaboration, and a shared commitment to community success.

Building Long-Term Value

The launch of Group of 3 Ventures reflects a growing trend toward Indigenous-led participation in Canada’s construction and infrastructure sectors. By combining local First Nations leadership with proven construction expertise, G3V is positioned to deliver complex infrastructure projects while creating lasting economic opportunities, strengthening regional capacity, and supporting sustainable development across British Columbia and beyond.
