Quebec to Strengthen Construction Standards with New Legislation

Labour Minister Jean Boulet announced plans to introduce a bill aimed at improving construction quality, public safety, and contractor qualifications in Quebec. Speaking in Montreal, Boulet emphasized the importance of building better and safer infrastructure across various sectors, including residential, educational, and industrial projects. The proposed legislation will review and enhance the inspection and monitoring models, as well as the process for issuing attestations of conformity. In support of this goal, the Garantie de construction résidentielle (GCR) unveiled a five-year plan to increase the number of inspections on new homes under its jurisdiction from one to three by 2029, including a critical inspection before walls are closed. GCR, which oversees the New Residential Building Warranty Plan, plans to expand its team from 20 to nearly 100 inspectors by the end of the decade, ensuring rigorous oversight of residential construction quality. François-William Simard, GCR’s vice-president of communications, assured that inspectors are well-equipped and adequately trained, being professionals such as architects, technologists, and engineers.
