The Montreal Port Authority (MPA) has launched in-water construction for its Contrecœur Expansion Project, marking a major milestone in development of the future container terminal. The work follows preparatory construction underway since fall 2025 and includes a working jetty, terminal wharf and associated marine infrastructure. Dredging is scheduled to begin in 2027.
Initial construction will focus on a stone working jetty that will provide crews and heavy equipment access to the marine work zone. A crane capable of lifting 300 tonnes will support installation of components for the future wharf.
More than 250,000 tonnes of stone from local quarries have been delivered for the jetty and future wharf fill, with additional material expected in the coming months.
Sheet piles for the wharf have also arrived. Steel casing piles manufactured in Saint-Félix-de-Kingsey are scheduled for delivery beginning August 17. Wharf construction is expected to start this fall with installation of a combined wall using steel casing piles and sheet piles.
Preparatory work has included construction fencing, access roads, work platforms, targeted tree clearing, site offices and garages. Environmental compensation measures involving aquatic vegetation beds and wetlands are continuing, while the project’s forest habitat compensation and reforestation work has been completed.
Upcoming phases will include finalizing the terminal design and the construction and operating agreement with DP World Canada.
The Contrecœur terminal is intended to increase Port of Montreal capacity, strengthen supply chain resilience and support Canadian international trade. The Government of Quebec is supporting the expansion with a $130 million investment.
Construction is being delivered by Constructeurs Terminal de Contrecœur Grand Projet (CTCGP), a consortium comprising Aecon and Pomerleau.
