PCL and NORR-DIALOG Selected for Toronto Pearson’s $1.5B Terminal Modernization Project

Toronto Pearson International Airport has awarded a $1.5 billion contract to PCL Construction and NORR-DIALOG, a joint venture between NORR and DIALOG, to deliver the Terminal 1 and Terminal 3 Revitalization Program as part of the airport’s Pearson LIFT modernization strategy. The major infrastructure investment will upgrade aging facilities, expand terminal spaces, improve baggage handling, modernize check-in and security screening areas, enhance customs and immigration processing, and add new passenger amenities, including lounges and charging stations. Delivered under a phased approach to maintain safe and efficient airport operations, the project will see NORR-DIALOG lead architecture, engineering, planning, and integrated design, while PCL Construction serves as Construction Manager at Risk. The revitalization follows Pearson’s recently launched $3 billion airside and baggage systems program and represents another significant milestone in transforming Canada’s largest airport. Once complete, the upgrades will improve passenger flow, strengthen operational efficiency, support future travel demand, and enhance the overall airport experience for millions of travelers while reinforcing Toronto Pearson’s role as one of Canada’s most important transportation and economic gateways.
