In an unprecedented case in the mid-Island region, Don Ballard of Ballard Fine Homes pleaded guilty to issuing fraudulent occupancy permits for newly built homes. This occurred over a decade, involving approximately 20 forgeries. The permits, which are legally issued only by local governments, posed a safety risk to homeowners. Ballard, expressing regret, stated the homes were safe and legal permits were obtained shortly after the issue surfaced. He accepted responsibility for his company’s actions. The court imposed a maximum fine of $6,000 for the forgeries and a $3,000 penalty to cover prosecution costs.
