P.E.I. contractor gets jail for theft, using forged building permits

A contractor who was paid thousands of dollars by the owners of three P.E.I. properties and who did not perform any work has been sentenced to 20 months in jail for theft and using forged property development permits. 

“These crimes were motivated by self-interest,” said Crown attorney Lisa Goulden at Colton Wesley David Chaulk’s sentencing on March 15 in Charlottetown provincial court.  

“There is no reference to any medical condition or addictions or other financial pressures or stressors or personal circumstances that would motivate his actions.” 

Chaulk, 28, appeared by video from the provincial correctional centre for sentencing. The P.E.I. contractor was initially charged with three counts of fraud, but instead pleaded guilty on Jan. 25 to three counts of theft over $5,000 as well as to using a forged document, causing someone to act upon a forged document as if it were genuine, and missing court. 

According to an agreed statement of facts, on Aug. 10, 2021, Chaulk, owner of CWD Construction, entered a $40,000 contract with an Alberta woman (who resides in that province) to do renovation work at her trailer on Route 2 in Hunter River, P.E.I. At Chaulk’s request, she gave him more money to buy materials. The woman learned that Chaulk did not do the work or buy any materials, so she fired him on Aug. 19, 2021, after paying him $34,486.95. Chaulk did dig holes around the property and destroyed a deck when he removed it from the trailer. He also bought two cans of spray foam.
