Nine national organizations representing municipalities, construction, engineering, transit, public works, asset management and other infrastructure sectors have launched the Canadian Infrastructure Report Card (CIRC) Coalition to strengthen understanding of Canada’s local infrastructure needs. The initiative comes as 11% of core public infrastructure is rated in poor or very poor condition, representing an estimated $237 billion in backlog repair costs.
The coalition brings together the Federation of Canadian Municipalities, Association of Consulting Engineering Companies, Canadian Construction Association, Canadian Urban Transit Association, Canadian Network of Asset Managers, Canadian Parks and Recreation Association, Canadian Public Works Association, Canadian Society for Civil Engineering, and Canadian Water and Wastewater Association.
Collectively, these organizations represent sectors responsible for planning, building, operating and maintaining billions of dollars in Canadian infrastructure.
The coalition produces the Canadian Infrastructure Report Card, a national assessment of the condition of local infrastructure based on data from Statistics Canada’s Core Public Infrastructure Survey.
The next report, expected in early 2027, will be the first edition released since 2019. It will provide an updated national picture of infrastructure conditions and help governments and industry better understand investment priorities.
Ahead of the next federal budget, the CIRC Coalition is calling for long-term, predictable infrastructure funding to address Canada’s infrastructure deficit and immediate repair requirements.
The coalition is also recommending action to address workforce shortages, including employment pathways for youth and post-secondary education opportunities. Additional priorities include continued support for infrastructure assessments conducted by the Canadian Infrastructure Council and greater use of data-driven research for long-term infrastructure planning.
The coalition is also seeking stronger municipal asset management capacity, particularly in small and rural communities, to improve infrastructure investment decisions and reduce long-term costs.
