Toronto Hydro has launched the Multiplex PowerPlay Pilot Program, an innovative initiative aimed at helping builders electrify multiplex housing without the need for costly and time-consuming electrical service upgrades.
As demand grows for all-electric buildings—driven by technologies such as heat pumps and electric vehicle (EV) chargers—many small-scale residential developments face a major barrier: limited electrical capacity. Traditional solutions often require expensive upgrades to 400A+ service, adding delays and complexity to projects.
Toronto Hydro’s pilot program introduces an alternative approach through smart load management systems. These systems continuously monitor and balance a building’s electricity consumption in real time, ensuring demand stays within existing service limits. By dynamically distributing available power, they enable multiplex developments to support modern electrical needs without overloading infrastructure.
To accelerate adoption, the program will fund up to $50,000 per project for the purchase and installation of these systems. With only six project spots available, the pilot offers a unique opportunity for developers and contractors to explore innovative electrification strategies while reducing project risk.
The benefits for participating projects are significant. Builders can save money by avoiding costly service upgrades, save time by eliminating additional planning and construction steps, and build smarter by integrating energy-efficient technologies within existing electrical constraints. Additionally, participants will contribute to shaping scalable solutions for Toronto’s evolving housing landscape.
Eligibility is targeted toward multiplex developments with four to six units, including laneway and garden suites, located within Toronto’s “M” postal code region (excluding M0R and M7R). Projects must be designed with electrification in mind—incorporating technologies like heat pumps and EV charging—and would otherwise require a major service upgrade without the implementation of smart load management.
The Multiplex PowerPlay Pilot reflects a broader shift toward intelligent energy management in construction, where digital solutions help optimize infrastructure, reduce costs, and support sustainability goals. By leveraging smart technologies, builders can accelerate electrification while maintaining efficiency and affordability.
