Infrastructure Ontario (IO), together with the Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development, has prequalified three consortiums to compete for the design, build, finance, and maintain (DBFM) contract for the new Oakville Science Facility Complex.
The project reached this milestone following a Request for Qualifications (RFQ) process launched in September 2025. Teams were evaluated based on their design expertise, construction and facilities management capabilities, relevant project experience, qualified personnel, and financial capacity to deliver a project of this scale.

Infrastructure Ontario is expected to issue a Request for Proposals (RFP) to the three shortlisted teams in early fall 2026. Following the evaluation of submissions, IO and its ministry partners will identify a preferred proponent and negotiate the final project agreement.
The successful team is expected to be announced in late 2027, with an independent fairness monitor overseeing the procurement process to ensure transparency and accountability throughout.
The Oakville Science Facility Complex represents another significant infrastructure investment by the Province of Ontario. Using the design-build-finance-maintain (DBFM) delivery model, the project aims to leverage private-sector expertise while supporting efficient project delivery, long-term facility performance, and value for taxpayers.
As the procurement advances, the new science facility is expected to strengthen Ontario’s environmental, scientific, and regulatory capabilities while creating opportunities for Canada’s architecture, engineering, construction, and facilities management sectors.
