The Office of the Auditor General of Ontario has released its performance audit of the Home Construction Regulatory Authority (HCRA), outlining recommendations to strengthen oversight of new home builders and sellers across the province.
As Ontario’s newest regulator, the HCRA licenses and regulates home builders and sellers, while providing consumer tools such as the Ontario Builder Directory, which allows homebuyers to confirm if a builder is licensed. The HCRA also has authority to take enforcement action against illegal builders and sellers, a priority in its consumer protection mandate.
Wendy Moir, HCRA’s Chief Executive Officer and Registrar, welcomed the findings, noting that the recommendations align with the organization’s commitment to accountability and continuous improvement. “This report provides valuable input as we work to strengthen our service delivery and oversight — all in support of protecting Ontario homebuyers,” Moir said.
Throughout the audit process, the HCRA has worked closely with stakeholders and remains committed to implementing the Auditor General’s recommendations. Collaboration with the Ministry of Public and Business Service Delivery and Procurement and industry partners will ensure that reforms are effective and benefit both consumers and the sector.
Moir emphasized that the HCRA’s priority remains clear: safeguarding Ontario’s homebuyers while promoting a fair, reputable, and safe new home construction industry.
The performance audit and recommendations represent an important opportunity for the HCRA to build on its mandate, increase transparency, and further support consumer confidence in Ontario’s growing housing market.
