Enforcement Order: Ontario Resident Prohibited from Posing as Professional Engineer

Recently, the Ontario Superior Court of Justice in Toronto issued an order against Michael Stephen Archer of Toronto, Ontario. The court mandated Archer to cease engaging in professional engineering activities, offering services in this domain, using titles like “Professional Engineer” or “P.Eng.” as professional designations, or employing an engineering seal without the requisite engineering license. Professional Engineers Ontario (PEO), responsible for regulating professional engineering in the province, sought this order to prioritize public safety interests.

Throughout 2022 and 2023, Archer, who isn’t a certified professional engineer, unlawfully used the “P.Eng.” title and threatened to carry out professional engineering services, violating the Professional Engineers Act. The court order mandates Archer to discontinue these activities and pay $25,000 in costs to PEO.

PEO continues its investigation in line with its commitment to public safety. Individuals in possession of documents bearing names like “M.S. Archer” or “Michael Stephen Archer” related to engineering or those who engaged Archer for engineering services are urged to contact PEO’s enforcement hotline immediately.
