A couple of residents from Hanover have been slapped with fines for constructing buildings without the necessary permits.

On March 18th, Hanover’s Bylaw Enforcement Officer issued a Stop Work Order at Eagle Dale Pullet Farms, located northeast of Grunthal. Construction was forced to stop immediately after it was discovered the large shop did not have the necessary permit. The shop is approximately 200 feet long by 60 feet wide. As part of the Building Bylaw, it was noted on the Stop Work Order that where the contravention, refusal, neglect, omission or failure continues for more than one day, the person is guilty of a separate offense for each day it continues.

“He was supposed to get a permit, so he did come in but he didn’t bring the documentation we need, because this building is large enough that it needs Part 3 inspection,” says Reeve Stan Toews.

On April 7th, Hanover Council issued a fine for $5,000 to Eagle Dale Pullet Farms and stated the penalty must be paid prior to the issuance of a building permit. Under their Building Bylaw, when a contractor begins work prior to obtaining a permit, Hanover can levy a penalty of double the permit fee, but not less than $100. Or, Council may alter any penalties by resolution. In this case, Council opted to increase the penalty to $5,000.

“It seems like five thousand dollars is what courts award for these type of offenses,” says Toews.
