The Commission de la construction du Québec is defending itself from a complaint by the Quebec human rights commission that alleges the hiring system in the construction industry discriminates against women .
The complaint says the CCQ contributes “to the systemic discrimination” of women by “various shortcomings and omissions.”
The CCQ administers the referral service for workers in the industry. When an employer is looking for a worker, it asks the CCQ for a list of candidates responding to the criteria.
The case has not yet been heard before the human rights tribunal, but the parties have submitted briefs in the case. The CCQ said it has “no employment relationship with employees of the industry” and it is the employers who hire the workers, not the commission.
