The Canadian Construction Association (CCA) has released a new report urging Public Services and Procurement Canada (PSPC) to modernize federal infrastructure procurement strategies to address growing challenges in project delivery. As Canada invests in housing, trade corridors, and nation-building infrastructure, the report highlights how labour shortages, rising construction costs, market capacity constraints, and increasing project complexity are limiting the effectiveness of traditional procurement models. Drawing on industry experience from public and private sector projects across Canada, the CCA outlines practical recommendations to improve procurement planning, strengthen risk allocation, reduce cancelled procurements, and better align project delivery with regional market capacity. Rather than promoting a single procurement model, the report emphasizes selecting the right delivery approach for each project based on its objectives, complexity, and available resources. The CCA also encourages PSPC to build on lessons learned from successful procurement authorities nationwide and adopt more agile, forward-looking procurement practices that improve competition, support industry participation, and accelerate the delivery of critical federal infrastructure projects while maximizing long-term value for Canadians.
