$1.6M CanNor Investment Fuels Indigenous Construction Expansion in the North

Tli Cho Construction Ltd. (TCC), a company owned by the Tł̨ıchǫ Investment Corporation, has acquired a 51% ownership interest in ARCAN Group Inc. in a strategic move designed to expand Indigenous-led construction capacity across Northern Canada. The acquisition was supported by $1.6 million in funding from the Canadian Northern Economic Development Agency (CanNor), reinforcing the federal government’s commitment to Indigenous economic development and northern infrastructure growth.

The partnership strengthens TCC’s ability to compete for larger, multi-year infrastructure and construction projects throughout the Northwest Territories and beyond. By combining ARCAN Group’s established operational systems, governance frameworks, and project management expertise with TCC’s regional knowledge and Indigenous workforce connections, the newly aligned organization is positioned to deliver more complex projects with improved efficiency, safety, and consistency.

In addition to scaling project capacity, the acquisition enhances workforce integration and labour supply coordination across northern regions. By aligning recruitment, training pathways, apprenticeship programs, and project scheduling, the partnership will support local hiring and create long-term, sustainable career pathways in construction for Tł̨ıchǫ citizens and Northern residents. Expanded employment, training, and skills development opportunities are central to the investment’s long-term impact.

Leadership from the Tł̨ıchǫ Investment Corporation emphasized the value of shared learning across project management systems, workforce planning, and safety practices. The collaboration is expected to strengthen operational performance while fostering knowledge exchange between teams.

ARCAN Group Inc. will continue operating under its existing name and structure, maintaining its commitment to quality and excellence in project delivery. The acquisition reflects a long-term strategy focused on capacity building, Indigenous ownership, and sustainable economic growth.

Federal officials highlighted the investment as part of a broader strategy to build a resilient, Indigenous-led northern economy. By increasing construction capacity in the Northwest Territories and supporting workforce mobility, the partnership contributes to economic reconciliation while improving regional infrastructure delivery.

Through this acquisition, Tli Cho Construction and ARCAN Group are establishing a scalable, Indigenous-led construction enterprise capable of meeting growing infrastructure demands across Northern Canada while advancing employment, skills development, and long-term community prosperity.
