Inside the $845M Feasibility Study for Royal Victoria Hospital Redevelopment

CDPQ Infra has released the results of an 18-month feasibility analysis exploring the conversion of six buildings at the former Royal Victoria Hospital site into a large-scale interuniversity student residence. The study was conducted under a mandate from the Government of Quebec and aligns with the Master Development Plan established by the Société québécoise des infrastructures (SQI).

The analysis concludes that redevelopment of the site is technically feasible, while emphasizing that the project would require significant heritage rehabilitation regardless of the future use. The proposed scenario would transform three major heritage buildings into modern student housing, adding approximately 1,150 new beds to the Montréal student market while preserving the site’s public character and restoring access to select spaces for citizens.

Extensive technical assessments revealed that the heritage buildings are in an advanced state of deterioration. Major upgrades would be required across building envelopes, structural systems, and mechanical infrastructure, along with partial reconstruction of key heritage elements. These interventions represent the largest cost driver of the project.

The total estimated construction cost is $845 million, with heritage rehabilitation accounting for nearly 79% of total costs. On a per-bed basis, the total investment is estimated at $735,000, including $578,000 per bed for heritage, structural, and energy-related upgrades, and $157,000 per bed for the student residence development component.

The feasibility study was grounded in a rigorous and transparent process, supported by a multidisciplinary team spanning architecture, engineering, building systems, urban planning, real estate, and code compliance. CDPQ Infra conducted 57 stakeholder meetings and six focus groups, including participation from approximately 50 students representing Montréal’s four major universities. The analysis also evaluated long-term operational and maintenance requirements to ensure the sustainability of any future redevelopment.

Overall, the report provides the Government of Quebec with a comprehensive understanding of the technical, financial, and heritage-related conditions required to repurpose one of Montréal’s most complex institutional sites. The findings establish a clear framework for decision-making as the province considers the future of the Royal Victoria Hospital site and the potential creation of a new interuniversity residence.
